The Department of Civil Protection has been providing humanitarian assistance to Ukraine and the countries affected by the large flows of refugees fleeing the conflict since the beginning of the emergency, both within the framework of the Union Civil Protection Mechanism and under bilateral agreements.

In uno scenario di emergenza, il trasporto medico urgente è una delle misure che può rendersi necessaria per prestare soccorso ai pazienti, assicurando il tempestivo ricovero presso le strutture sanitarie e la necessaria assistenza durante il trasporto stesso.

\n

Il termine internazionale per definire questo servizio è MedEvac (Medical Evacuation). Con questo termine si indica il servizio di trasporto di persone ferite o con necessità di cure mediche, urgenti e non, da un luogo ad un altro, volto a garantire l’assistenza medica necessaria.

\n

Il MedEvac può essere attivato principalmente per le seguenti circostanze: necessità di soccorso sanitario urgente da zone remote o in situazioni di ridotta viabilità stradale; evacuazione di strutture sanitarie parzialmente o completamente inagibili, o comunque non operative; riduzione della pressione su strutture sanitarie dove si riscontri un elevato afflusso di pazienti rispetto alla capacità operativa delle stesse.

\n

Questo trasporto può avvenire via terra, via mare o via aerea.

\n

Il trasporto aereo sanitario o MedEvac può aver luogo: attraverso un vettore ad ala fissa. In questo caso il trasporto sanitario deve essere “combinato” tra un vettore aereo e un mezzo di trasporto via terra; attraverso un vettore ad ala rotante (ad esempio elicotteri sanitari); in questo caso il recupero e lo sbarco del paziente può avvenire, in determinate circostanze, anche direttamente dal punto di prelievo al punto di destinazione ospedaliera.

\n

Per il Medevac aereo si possono utilizzare velivoli dedicati per l’assistenza sanitaria o altri velivoli adattati allo scopo.

\n

Dall’inizio del conflitto in Ucraina, l’Italia ha attivato un servizio MedEvac dedicato a pazienti provenienti dall’Ucraina, presenti nei Paesi confinanti.

\n

L’attività MedEvac per il trasporto di pazienti provenienti dall’Ucraina, a causa del conflitto, prevede l’operatività di due team sanitari con compiti e funzioni ben distinte:

\n

Team sanitario per il trasferimento. Durante il viaggio questo team di sanitari assicura assistenza ai pazienti e ai loro accompagnatori, anche in caso di minori non accompagnati, e garantisce la presa in carico dei pazienti da parte del personale sanitario delle Regioni presso gli ospedali che la Cross-centrale Remota Operazioni Soccorso Sanitario ha reperito.

\n

Team sanitario di valutazione (Team scouting). Il Team sanitario di valutazione o scouting opera invece sul territorio da cui parte il paziente: individua i pazienti, valuta le loro condizioni, stabilisce le priorità e la fattibilità del trasporto e fornisce assistenza prima dell’imbarco assicurando il passaggio di consegne al personale sanitario che li accompagnerà durante il trasferimento.

\n

Nell’ambito dell’emergenza Ucraina, l’Italia utilizza vettori messi a disposizione dalle strutture operative del Servizio nazionale della protezione civile, o voli privati in donazione; sui cui viaggia personale sanitario messo a disposizione dalle Regioni.

\n

Al trasporto di pazienti tramite Medevac si affianca il modulo DisEvac (Disability Evacuation): un trasporto specializzato nell’evacuazione protetta delle persone fragili, disabili o con specifiche necessità.

\n

In Italia, il modulo DisEvac delle Misericordie ha il compito di trasportare anche su lunghe distanze, persone fragili, deambulanti e non, su sedia o in barella, fornendo loro l’assistenza necessaria.

The Remote Centre for Health Rescue Operations is a structure that operates in the field of emergency health rescue.

In case of need, the Civil Protection Department activates the Remote Centre for Health Rescue Operations in order to carry out a recognition of available regional health resources and to manage medical evacuation operations.

In emergency situations, in fact, the Remote Centre for Health Rescue Operations has daily contact with the health referents of the Regions - 19 plus the two Autonomous Provinces of Trento and Bolzano - recording the availability of specialist beds, ambulances and air vehicles for MedEvac-Medical Evacuation transport.

\n

Currently, the 118 Operations Centres in Turin and Pistoia are have the status of CROSS. The facilities have been identified by the Health Commission of the Conference of Regions and Autonomous Provinces in two different regions, not bordering each other, in order to reduce the probability that in case of disaster they will both be involved.

The Remote Centre for Health Rescue Operations operates on the basis of the Directive of the President of the Council of Ministers of June 24, 2016 \"Direttiva del 24 giugno 2016: Individuazione della Centrale Remota Operazioni Soccorso Sanitario per il coordinamento dei soccorsi sanitari urgenti nonché dei Referenti Sanitari Regionali in caso di emergenza nazionale\" (Identification of the Remote Central Operations Health Rescue for the coordination of urgent health relief as well as Regional Health Referents in case of national emergency).
